In 2001, I thought the problem I was dealing with was one psychopath (a "Bad Apple") who was manipulating other principals and senior officers.
Now I no longer see the problem as one psychopath, but as a psychopath who was flourishing in an education system that supported and promoted psychopaths.
There seems to be a problem with the senior public service promotion system in Queensland.
A small group of senior public servants seem to be giving each other references, interviewing each other and promoting each other.
You might conclude that mediocrity, incompetence and corruption are promoting mediocrity, incompetence and corruption.
The Queensland public service promotion system needs to change.
How did Education Queensland end up with a Director-General who pleads guilty to nepotism?
How was the Education Queensland child safety director (see his story below) appointed?
The public service promotion system that produced these shameful outcomes needs to be seriously examined.
The director of child safety in Queensland's Department of Education and Training (DETE) was arrested on 20 March 2015.
He faces four counts of indecent assault of a child under 16 while under authority and six counts of s-xual int-rcourse with a child under 16 while under authority.
How was this man promoted into this position?
It is understood that -
The offences were allegedly committed during 1987-1989 at two New South Wales schools, in Hunters Hill and Campbelltown.
The director was then a Marist brother.
He worked as a dorm master at the boarding schools.
It is alleged that he had s-xual int-rcourse six times with one 12-year-old boy.
The director later left the religious order and qualified as a psychologist.
He specialised in adolescent psychology.
He worked as a guidance officer in the Darling Downs region.
And as a senior guidance officer in Woolloongabba.
Then he worked his way up through the ranks of the Education Queensland senior public service.
In 2012, he served as an action officer in the launch of the official Daniel Morcombe Child Safety Curriculum, which was an "important milestone in the Queensland Government's commitment to improve child safety in Queensland".
In 2013, he spoke at a seminar on how to identify grooming behaviour and reporting s-xual abuse.
In his role as Education Queensland's director of child safety, he was involved in policy decision-making around child protection and school curriculum setting.
He regularly dealt with child-safety complaints from schools around the state.
In late 2014, both matters were reported to the police.
On 20 March 2015, the director was arrested.
On 23 March 2015 he was suspended from his role as the director of child safety at the Queensland Department of Education and Training.
The director's case was scheduled for a mention in Sydney's Campbelltown Local Court on 10 June 2015.
But (according to a report by Broken Rites Australia) a third former student then spoke to NSW detectives and made a signed statement, alleging that he had also been s-xually abused by the director.
On June 10 2015, two more charges (relating to this third student) were filed in court.
The main proceedings will be during 2016.
